Hi THEG72,

This is caused by the new feature of sharing with external users. Please refer to https://powerbi.microsoft.com/en-us/blog/power-bi-expands-access-to-intelligence-for-external-guest-users/.

The workaround are:
1. Grant the external user a pro license, OR
2. The external user purchase a pro license.
