My company has a need for external users to view our Power BI reports. We have 50 groups each group has a single internal email/login. This login is used in the RLS to filter all the dashboards. Moving forward it was decided that each group gets 10 users and all emails will now be external, how can we implement this without having to add each user to the workspace, report, and then the RLS. I have been trying to create microsoft groups/teams with no luck. Any advice would be appreciated, I need a scalable solution.

You can use security groups so that you don't have to add the individual users. This article is a pretty good example of this:
Also, based on your question, it sounds like you are giving WORKSPACE access as well. AND, Report access. Unless the reports are very different and/or have all unique customized pages, I think this could all go in one report in the Power BI APP, based on the RLS, and, you create the different Audiences for the different security group. Just a thought.
