Handing developments (in the service) by 'free users'
Hi, I have a report which has been developed in isolation by a free user in the Power BI service (not desktop), the user can see the report in their workspace but cannot share (understandable). ...

Here is a way to do it- this method has some complexity to it:

It might be easier to just re-create the report in Power BI desktop.

Community ChampionAsk him to share pbix file with you and then you can publish it to any workspace
To share, he can download from his personal worksapce or use local copy if he have.
there is no pbix , as the user developed it in the service
