HOW to create workspace in developer environment

Trying to create a new website in Power Pages with embedded Power BI Report.  For the customer-facing website, It tells me I need to select a workspace but none shows up on the list. If I pick an internal website all my internal workspaces show up but I do not know how to create new workspaces in the development environment which I can then assign to this customer website with an embedded BI report! So what do I need to do to create workspaces outside my default environment??

In this tutorial, you use a service principal to authenticate your web app against Microsoft Entra ID. You also need a Microsoft Entra app, which makes it possible to generate an Microsoft Entra token.
