Hopefully I can explain this clearly.
I understand the the filter syntax for passing a filter via URL. ("?filter=TableName/ColumnName eq 'someValue'"). Basically ODATA syntax.
Issue:
Passing the parameter: "?filter=LocationTable/LocationColumn eq 'LINCOLN, NE'
https://app.powerbi.com/groups/<groupNum>/reports/<reportNum>/ReportSection<sectionNum>?filter=LocationTable%2FLocationColumn%20eq%20%27LINCOLN,%20NE%27
Results in:
- The MAP filtered to the parameter in URL, but the dropdown NOT filtered
- Thus all the metrics on the right are all (Blank)
The dropdown contains the correct value, but its not selected...
When the correct value IS selected from the dropdown, then everything shows correctly:
The values in the Dropdown are set to the Location column in the LocationTable.
How do I get this Dropdown to filter correctly from URL Parameter?

You can use multi-selection instead of single-selection and clear the slicer before you save the report or publish the report to the power bi service.

It seems to be by default. When you have a selection on slicer and then you apply url parameter to the report(There's a filter conflict in it)
