I have come across twice now this month, but today is REALLY BAD timing! We have just switched off another reporting platform and today, I am supposed to be issuing a group of users access to a new PBI report.
I have published the report in an app and when I add users to the audience - everything seems fine. But, when I go back to the page, all the users have vanished!!

Is there a way to use PowerShell to do this (although I never use it - anything will be better than this).

This is definietly looking like a service bug!!!
Further update
It appears, that the audience CAN see the app. It appears to be a display bug on the service.
I should mention - these are all security groups, but even adding an individual seems to fail. I am doing nothing different to how I normally publish apps and these security groups have access to other apps.
