Guest users doesn't appear at @mentions

Hi, we invite external users to our tenant and they have access to workspaces and reports correctly, but when they are using comments function at service and need mention to someone only appears users creates as a member on tenant.

We tested at workspaces as both, guest users and viewers, also tested at another as members and doesn't work.
Is this a limitation from PowerBI? Or maybe we have a wrong configuration?  

We review the configuration of admin portal and the propierties from users in tenant and we think that are right. I attached images from the issue and the configuration below:

Basically this is a limitation from PowerBI.
