Guest and external users licencse

Power BI does support Bring Your Own License (BYOL), which means that external users can utilize their own Power BI Pro or Premium Per User (PPU) license from their home tenant to access reports and dashboards in another organization's tenant, avoiding the need for the external organization to purchase additional licenses for them.

The difference actually lies in how the guest/ external users are setup in your organization's AD -

• External users with UserType = Member: These users, while technically external, are treated more like internal users. They cannot use the Power BI licenses from their home tenant. They must be assigned a license in the provider tenant.

• External users with UserType = Guest: They can bring their Power BI Pro or Premium Per User (PPU) licenses from their home tenant to access shared content in the provider tenant.

The distinction lies in how Microsoft Entra B2B treats different types of external users.

So what you actually read in the documentation is completely correct, they have mentioned that Support for UserType = Member in Power BI is currently in preview, and for such users, BYOL is not supported.
