I am using a trial Fabric account and I want to allow guest users (who have been given pro licenses) to access a workspace to see reports.
1. I have invited them to be guestusers through azureid and they have received a link to an "app" page which is empty
2. They have been given pro licenses
3. They have been invited to the workspace
When they try to log on to app.powerbi.com and they enter their "normal" email address (rather than the external address created by azuread) of the guest it tries to sign them up for fabric rather than going to the app.powerbi.com page
EDIT: also they do not receive an email inviting them to the workspace

Below are the few debug steps to solve your issue please try and let us know if you need any assistance.
Guest users must switch to your tenant in Power BI to access shared content
Use a direct link with your tenant ID to avoid redirection issues
Ensure the Power BI App is published and not just the workspace shared
Add at least one report to the app before publishing
Share the app with the guest users explicitly during publishing
Guests should log in using the account invited to Azure AD
External collaboration must be enabled in Azure AD settings
Guest users might see usernames like name_domain#EXT#@yourtenant.onmicrosoft.com
A Pro license is required unless the workspace uses Premium or Fabric trial capacity
Trial Fabric license acts as Premium and allows sharing without Pro for guests
If workspace isn't published as an app, the guest will see an empty page
Check if the guest has accepted the invitation and appears in Azure AD
Provide a direct app link like https://app.powerbi.com/groups/me/apps?tenant=<TenantID>
If still not working, have the guest try an incognito window or clear browser cache

Many thanks for this @v-kathullac and apologies for the delay but we are on Easter vacation in the uk.
I had not published the app only shared the workspace.

@nickwild , Power BI service needs work email to access

Thanks, but what do you mean by "work email"? The guest email address is (for example) test@test.com and not the test_test.com#EXT#@domain.onmicrosoft.com generatd by azure.
When the guest user does go through the procedure to create a fabric account it creates a tenant on their domain (e.g. test)
