Guest Account cannot log in?
So we invited a personal email account to our tenant and gave power bi pro license.
The user is getting this and cannot pass this page. after they typed in their email "sign in with a work email address" it doesnt continue.
This is resolve, the issue is on the browser it remember the user other microsoft account. so when they user accept the invitation, its having issues, solution is to open it in private or guest mode in the browser.

As far as I know, you need to have a Microsoft Account connected to the personal one. You might try to create a Microsoft account for this person and use that one for the invitation.

Hi ChristianDGreat ,
You have to follow the below steps to give access to external id,
1. You have to add that personal id as a guest user in Azure Active directory
2. then enable the below admin portal option
3. Add that external id in the Workspace access with Viewer role.
Now, the external user can access the report if you share the report link
