If I have Power BI Pro and create a Dashboard in groups can someone that is in my Orginization that does not have Pro view and interact with that dashboard?

@joschultz Groups in Power BI are identified as Pro content so a user accessing Pro content would also need a Pro account.

Therefore user in your Organization that does not have a Pro account cannot interact with that dashboard. For more information on what qualifies as Pro content click here
