From the error, it shows that the credential passed to access data source doesn't have permission so that you are not able to retrieve the data. And you mentioned
"4. Check if the dataset needs gateway, and make sure the gateway is working.
The gateway is working on."
Do you mean you are using the gateway to build communication between Power BI Service and data source? If that is a case, please check which gateway is used, and find which credential is passed to access data source. Also you can use the Fiddler to monitor the traffic.

@ThalesFerraz couple of things to check first,
Is there RLS (row level security) enabled on dataset.
If dashboard is shared with you and was built using Pro account do you also have a Pro account.

The RLS is disabled on this dataset.
This graph gets data from a webservice.
This graph was built by someone else and shared with me. He has a pro account.
My account is a pro account too.

In your scenario, please follow steps below to troubleshoot the issue:
1. Check if the author who created this report can see all data in those visuals now. Make sure the dashboard and report are fine in his Power BI Service site.
2. How did the author share it with you, shared the dashboard or created a content pack?
3. Was the web data is public, or need credentials to access those data?
4. Check if the dataset needs gateway, and make sure the gateway is working.
4. Click the See Details in the visual to see if there is any useful information.

The author can see data normally.

He create a workspace group and share with me.
3. Was the web data is public, or need credentials to access those data?
This webservice can't need credentials and not public. This webservice works locally.
4. Check if the dataset needs gateway, and make sure the gateway is working.
The gateway is working on.
5. Click the See Details in the visual to see if there is any useful information.
I can't answer now. This is weird. It is currently working, but throughout the day for work stop.
