Graph showing data different from the data being inputted to the graph

So i am inputting data into power bi in the following format

DateOrganisationservice%
date1org1service10
date1org1service20
date1org1service30
date1org2service40
date1org2service5x%
date1org2service6x%
date2org1service10
date2org1service20
etcetcetcall percents for org1 are 0

 

When i do a line graph with the X axis as date, Y axis as % and legend as organisation with it filtered to only show org1 with i get a single line at 0% as expected.

But when i do a line graph with X axis as date, Y axis as %, legend as service and tooltips as organisation with it filtered to only show org1. it gives me a line graph of percentages that arent 0.

 

This completely vexs me as it is presenting data which is completely different from what is being inputted. This should not be possible but it is happening and I have no clue why. Anyone have any idea what could be causing this. I have tried remaking the model multiple times but every time I get the same output.

    Check the tooltip : it will summarize the tool tip to first,last,count etc

    if i select org 1 then it will still show 0 .
