Graph Plot showing data from previous category data.
I've also been looking around as I am seeing the same problem. However, this is only happening on Power BI Service and not Power BI Desktop. It's also happening across all reports & workspaces, not just isolated to one report.
To illustrate an example:
Let's say I have sales data for different stores and in different categories. I have some line charts for each individual category e.g. Toys, Bikes, Clothing on the same page. Store Alpha only sells Toys & Bikes, Store Bravo only sells Bikes & Clothing.
I've filtered to Store Alpha, and opened the page. Only the charts for categories Toys & Bikes are showing data, of course, since Store Alpha doesn't sell Clothing, the Clothing chart is blank as expected. But then, when I switch to filtering to Store Bravo only, the chart for Toys doesn't switch to showing blank-- the data for Store Alpha, the previous filter i.e. previously loaded data is still showing up, as if it's 'frozen', instead of the chart refreshing to a blank view.
I've also noticed that this problem seems to go away when I change pages as the charts get properly refreshed.
I'm pretty sure it's only started happening within the last week or so. And for me, it doesn't happen on Power BI Desktop (I have the latest January 2024 update).
I haven't tested this with other chart types but just like OP, Cards seem to be working fine.
Edit: Okay, I've just discovered that this issue only happens when the 'Zoom Slider' is turned on.

Thanks for the reply. Disbabling the zoom slide fixes it for us too although we do need the zoom slide in our reports. I guess it must be a bug as this was working only a few weeks ago at the beginning of January. Hopefully it's picked up in the next release.

The issue now seems to be fixed on our end!
