Government Tenant, model access

We build models for our members and would like to e have an intermediate privilege capability to grant access to download a dataset, via the 'Get Data' function in PBI Desktop, without granting the ability to download the pbix file or delete the workspace. My concern is that the groups are swinging to far in either direction (overly restrictive or under secured). Are there plans to create or modify groups so that an intermediate level of access is granted that allow for interaction with data models for the organization's researchers, without the potentially deleterious consequences of unbridled access?

      v-cherch-msft , thank you for response. If I understand correctly, RLS does not address the issue I mentioned because it does not have any direct impact on workspace account privilege but data set view accessibility.

       

      I am trying to think of something, aside from content pack (as they are another headache requiring a separate post), to allow end users to facilitate research on their end without sacrificing production data model access.
