Goals data linking to Reports
I have created a Goals dashboard and am in the process of populating goals which I'd like to link to Power BI data. I do this through the "Connect to data" option where I'm able to locate the report visualisation and field I want to track - it all looks great. However almost immediately, the result in the field is lost and the link beneath the field changes to "Update connection". I do this, with the same result.
There's no obvious error here but when I go through to the "Set up rules" link under Status, I can see (in the Settings tab) that the connection isn't authorized - exact message User not authorized. Activity Id: 5a546184-384d-4eb8-97b5-79ccdea36923 which is less than helpful. There's no option to re-authorize and none of the usual security/permissions panels shed light on this problem.
I am the owner of the Power BI dataset, report and goals dashboard so there should be no permission issue here, unless the missing authorization is for Goals itself but I can't see where that would be. Has anyone else seen and/or resolved this problem?
Some clarity here for users coming across the same issue - it's RLS related. I have one dataset with RLS enabled but which feeds two different reports in different workspaces, and only one of those reports uses RLS.
However, RLS just existing in a dataset is enough to trigger the limitation - whether you're trying to link to a report that uses it or not. You have to duplicate your dataset (and remember to re-enable refresh if used), remove RLS and then use that modified duplicate report for your Goals linkage.

Thanks, but that doesn't answer my query. Per my original post: I am the owner of the Power BI dataset, report and goals dashboard so there should be no permission issue here.
Since I am the admin and have build permissions automatically, and since the data originally updates then fails without an obvious error (as I indicated, I had to go looking for it), your answer doesn't fit the issue here.
