Are you using connected goals? The screenshot you provided is to create goal tracking cycle. If you want to refresh the data you need to add or update connected values. Please refer to the detailed steps in https://docs.microsoft.com/en-us/power-bi/create-reports/service-goals-check-in

Hi v-deddai1-msft , I followed the same link you shared to arrive at this. The issue is the connected goals are not refreshing with current data and am not sure how to debug it! Or should someone manually check in even for connected values?
