I have created an app from a A5 SKU which is a premium workspace. I have shared created an audience with users that ar ein our organization just don't have a power bi license. I'm under the impression this should be free. But they keep getting upgrade messages.
I have followed suggestions here but to no avail. I have granted read access and have even tried giving users viewer access to workspaces.
Let me know what else I can try.

@Don-Bot So are they accessing the content in Power BI Service or through a web application that hosts the report content?
Through Power BI Service.

From the link we know that Pro and PPU users can share content and collaborate with free users if the content is saved in workspaces hosted in Premium capacity or Fabric F64 or greater capacity, and we know that A5 corresponds to the F128 SKU:

But if users do not have any Power BI licenses, they will not be able to access anything in the Power BI Service. They will need at least free license to use the basic features of the Power BI Service.
