I have this user who is trying to get an APP published to the organization in service but not seeing 'Get Apps' Icon. Please provide a solution or workaround to this issue.

steps we did to resolve this -
Published a random app running in premium to him.
Copied the link of the random app and sent it to him over Skype
Asked user to click on the link and it will take him to the report.
Asked user to click on the Apps Icon again and the “Get Apps” button was now showing up.
The “Get Apps” button should continue to show up for him.
