Gateway configured incorrectly error when creating new oracle connection in on premises gateway

1. ORA-28000 means that the account that you tried to use is locked because some privileged user disabled the ability of connection, or attempt connections with wrong passwords exceeded the limit.
2. The Int32 timeout is likely linked to the ORA-28000 issue, as repeated failed logins (due to misconfiguration) can delay connections and lock the account.
