I have a Power BI app and I need to add subscriptions to a large number of users. All users have Power BI Pro accounts. I created a Distribution List on Microsoft 365 and added this list as the email address. It gives the following message and does not allow me to proceed.

Free users or groups can only be subscribed to reports or dashboards backed by premium capacity

I don't understand this because there are no free users or groups in the list. Is it possible at all to use a Distribution List to subscribe?
