We have a free license user who is being prompted to upgrade to Power Bi Pro when trying to access shared reports. The user is unsure whether she had signed up for the pro trial previously. Is it the case that when a trial expires the user cannot then access reports unless they have a pro license?

Yes, once trial expires User will no longer access content shared by other users.
User need Pro licence to view report shared by others or the workspace should backed by Premium capacity.
If you don't have premium license the power bi free licenses will not grant access to users. So to view the reports they need pro license.

After copying the report to the Premium capacity workspace, regenerate the share link. Then let the free user open the link to view the report

Make sure you're using a Premium Capacity workspace, Premium Per User does not alow free access.

Thanks very much for your reply. We did actually test adding the reports to a premium workspace however the user could not view and again was prompted to upgrade to pro.
