I know it's possible that a free account can read a workspace with a premium capacity
But is it possible that a free account can read a workspace with a premium per user capacity ?

A free Power BI account cannot access content in a workspace with Premium Per User (PPU) capacity. Content hosted in a PPU workspace can only be consumed by users who also have a PPU license
In contrast, free accounts can access content stored in workspaces backed by Premium Capacity (Fabric F64 or higher), as long as they are assigned appropriate permissions (e.g., Viewer role)
This distinction arises because Premium Capacity is organization-wide and allows content sharing with users of any license type, whereas PPU is user-specific and requires all users interacting with the workspace to have a PPU license

I can open a PPU capacity workspace with a Pro account actually.
