I may need to report this somewhere else, but if a table has multiple columns with the same name (bad practice), the format pane struggles to format one versus the other.
In this example, there are two "Days" columns, selecting etiher one will result in only formatting the first one.
Adding a blank space to the end of the second "Days " will let you format it separately.

Unfortunately, the current version of Power BI Desktop doesn't support creating columns with the same names.
When you add spaces to the end of one column name, it will be identified another column. And you can only apply format to one column at one time.
You can submit it to an idea or ticket it.
