Could you please provide the related screen shot which refer that ArcGIS Maps for Power BI is currently not supported? And please check with the administrator whether the option "Use ArcGIS Maps for Power BI" (Select Settings > Admin Portal > Tenant settings)has been enabled in Power BI Service. Besides that, please check whether it hit any limitations refer in this official documentation.

It's not working when I use Embed > Publish to web (public):
In Power BI Service it's working fine but when Publishing, ArcGIS is not supported. The Admin portal option is enabled.

We've got the same issue, was about to subscribe to the ESRI service and pay them money to use it. But its still not working in Embedded. Big disappointment.
It is, it has so many options that are better then the Power BI maps. But it is not developed by Microsoft, hence there will be tons of discussions about rights and prices and whatever.
Surely can't be related to Microsoft pushing their Azure Maps visual, right?
