Filters on published report

Just in case. I said you should "enable" that setting. You are saying "yes it is disabled". Make sure you check it, publish and overwrite the report. That will always open the report in default state without the need of clicking a reset button.

Thank you, that does seem to give it the behaviour I would expect. I think this is made complex by the use of negatives in the description of persistent filters.
