    I found the bug for us. If you go into edit mode, check that the visibility is turned on in the filter pane (the eye symbol)

I came across this question since I experienced the same situation; the 'Filter Pane' desapeared from my Power BI desktop view.

 

I solved this issue by 'unchecking' the 'Enable search for the filter pane' box under the 'Filtering Experience' (File > Options > Report settings. The filter pane came back on.

 

I'm not sure why it is working the other way around. All in all, this box was checked in my PBI desktop and did not cause any trouble before; meaning that my filter pane always showed. I'm trying to figure what made it go innactive.
