Filter Pane Missing in Paginated Reports in Power BI Service Web Editor

According to this Microsoft help file there should be a filter pane available when making a paginated report in the web. But there just...isn't. There's no chevron to expand the bar, and no setting I can find in the (very limited) tollbar at the top. Contra the screenshot on that page, I have bars for "Build" and "Data", not "Build", "Fields", and "Filter."

I checked the dataset pbix and the eye icon on the filter pane is indicating it should be visible.

Checked multiple workspaces, all of which I have admin rights in and all of which are Premium, the issue appears everywhere and there's no relevant workspace-level setting I can find. I can't see tenant-level settings but I also can't find any help file indicating anything relevant might exist there.

I did, yes. I notice that help file also is missing the filter pane.
