I am trying to share a dashboard with an external user but no matter what email I use, I get a Failure Notice reading "Failed to grant access". I have "share to external users" enabled in the Admin Portal Tenant settings.
Can anyone help me figure out why this is happening and how to fix it? Thank you!

But you have to be aware that sharing content means these have to have a license (no matter if the user is internal or external).
There are just two ways of sharing content for free:

Are you the owner of the Dashboard/report? Do you have a license? Is this a national cloud, govermental cloud or other secure cloud? There are a number of limitations for sharing in addition to the permissions in the Admin Portal.

Yes - owner of the dashboard and report. Yes - I have a pro license. No cloud. Not a premium tenant. But, I have heard that you should be able to share with external users for free?
