If the issue occurs only for one specific report when you use option "get data"->"file" in web portal to upload your reports.
Please try to use "publish" button in desktop to publish the report to see if the same error throws out.
If you create have create custom visual, take a try removing and inserting custom visual again, then publish.
If the issue occurs for all reports ,please check the version of Powerbi Desktop you used to create reports.
It is recommended to install and use the latest version of desktop to create reports, otherwise it may cause incompatibility between desktop and service versions.
You aslo can create a support ticket to investigate this issue.
