As you say, it is the Access database causing this problem. It is not possible to schedule refresh an Access data source unless you use a Personal Gateway. You'll need to install a Personal Gateway on the machine you installed the access database engine, and route the refresh through there.

Please refer the following step to see if it helps you.
- Change file extension from xls to xlsx. "Power BI supports importing or connecting to workbooks created in Excel 2007 and later. Workbooks must be saved as .xlsx or .xlsm file type and be under 1 GB. Some features described in this article are only available in later versions of Excel."
