Fail to upload a local CSV file

I'm getting the following error when I export from OMS excel CSV and try to import from powerbi.

The .csv file provided as example of correct format for upload don't help us to guess where is the pb

Can MS propose us a mapping between code error and explication please ?

I'm getting a similar error. I'm trying to import a .csv file from my local machine and get the following. I can post the file if there is a method to do so.
