Fabric Org App - Workpace license change

To my understanding, no.

A Fabric Org App is not supported in a Power BI Pro (non-Fabric) workspace, even though it currently allows creation from one This is a known gap... and once the workspace is downgraded, the Org App becomes unsupported and certain operations will fail.

If your Org App uses any Fabric artifacts, you must keep the workspace on Fabric capacity. However, if you're only using Power BI content (reports, dashboards, semantic models, etc.), I think you’re better off using standard Apps within Pro workspaces for stability.

This is expected behavior based on current platform limitations. While you initially create a Fabric Org App in a Pro workspace during preview, once the workspace is switched to a Fabric capacity and the Org App is added, it becomes dependent on Fabric specific features. This dependency prevents the workspace from being reverted to Pro, as Pro workspaces do not support Fabric-native items like Org Apps. As clarified in the Power BI blog, Org Apps are currently supported only in workspaces backed by Fabric or Premium capacities, and support for Pro workspaces is planned for the future. The Fabric licensing documentation also outlines how certain features are restricted based on workspace capacity. To avoid this issue, we recommend using Org Apps only in workspaces that are expected to remain on Fabric capacity.
