Fabric Capacity exceeded what happens to Pro workspaces

Hi,    I am developing in a Fabric capacity tenant with a SKU 4. My end-users will consume a Power BI app that lies in a Power BI Pro workspace. If the Fabric capacity would be exceeded would my en...

    Hi MSchultz93

Since your users have Power BI Pro licenses and the workspace is not in a Fabric capacity (but rather a Pro workspace), they should still be able to consume content unless specific operations rely on Fabric resources.

For end-users consuming a Power BI app in a Pro workspace, their ability to access the app depends on whether the operation requires additional Fabric compute resources. If throttling freezes the capacity, users may encounter errors like "Cannot load model due to reaching capacity limits" etc

    • Users with Power BI Pro or Premium Per User (PPU) licenses can consume Power BI content in Fabric capacities smaller than F64 (e.g., F4). A Fabric license is not required for these users to access Power BI reports within their licensing scope
    • For capacities F64 and above, even users with free licenses can view Power BI content if they have a viewer role in the workspace. However, for smaller SKUs like F4, Pro or PPU licenses remain mandatory for all users consuming content
    • A Fabric license is necessary only when creating or managing non-Power BI Fabric items (e.g., data warehouses or lakehouses) within a Fabric capacity. Free users cannot create or manage such items unless they are assigned to a trial or paid Fabric capacity

    Hi MSchultz93

The easy way to answer your question:

If both your Semantic Model and Report resides in a Pro Workspaces, and the Semantic Model only uses tables in Import Mode then the Reports (and Workspace App) continues to function even if your capacity is exceeded.

If your Model is stored in a Fabric Workspace, OR your Model is stored in a Pro workspace, but uses DirectQuery or DirectLake storage mode to connect to tables from a Warehouse/Lakehouse/Database on a capacity that has exceeded its limits, your Power BI reports in the Pro workspace will stop functioning.
