Fabric Capacity Metrics App not refreshing
I figured out my problem. In my particular case, it was not enough to be a Fabric Administrator. I also needed to be assigned a Capacity Admin in the capacity settings of the Power BI Admin Portal.
I did see that earlier but they provide steps to "resolve" the issue but they don't work so there still isn't a solution in my case. I went ahead and submitted a service request.

There isn't a particular step. I followed every step that was detailed in the document. And although I have the Fabric Capacity Metrics app installed and connected to my capacity, I still get the error message I posted in my first post.
