As a service admin , I want to pull list of all the admins of all the workspaces ?
Is there any such function / cmdlt available ?

User Admin - Groups GetGroupsAsAdmin - REST API (Power BI Power BI REST APIs) | Microsoft Docs and define parameter as below
If you have more than 5000 worksapce then first pull first 5000, then add parameter as below (you have to run query that will give 5000 result in each query)
You can also use Powershell script, I don't have that handy as of now.
