Extra visual headers (comment button, copy icon) in Power BI service
I have turned off all visual headers except visual header tooltip icon in my report in Power BI Desktop.
Published the report to workspace. Opening report from workspace, I see two additonal visual headers, comment button & copy icon.
Using the edit, I turned off additional visual headers. If I publish the report again, they appear again.
How to turn off comment button & copy icon completely, so that if I publish my report only visual header tooltip icon appears.

In my test, you could follow these steps:
1. Clike Settings --> Enable the Hide the visual header in reading view button under Visual options.
2. Edit the report and then Turn off Common button and Copy icon options
3. Disable the same Hide button (in step1) again.
After doing this, only visual header tooltip icon left :

To turn off the comments, in the Report in the Service, go to File - Settings, and then turn off comments. Like this:
If you are wanting to turn off the copy ability of a specific visual, in Desktop, select the visual and select Visual Header and turn off "copy icon". If yo uwant to totally remove the copy capability, go to the Service, Admin Portal, Tenant Settings and disable the Copy and Paste Visuals option.
