External users unable to comment on shared report

I am a PowerBI Pro user and am trying to share a report with external users and have them comment on the report. They have Premium Per User Licenses. When I share the report (no share access and no edit access as I can't have them sharing or downloading content), they are unable to see the comment feature. However, whenever I share the report internally with the same access settings, the internal user can comment. Can someone please help me figure this out as I need these external users to be able to comment? Thank you for any help!

Hi @aoberholzer 

 

I have had a look and it appears that comments are not enabled for external users.
