External user vs Tenant user

Scenario : Tenant ABC is in  Us east . 

Data provider is in Tenant ABC  and Data Consumer Tenant Xyz are in Us East . Two separate workspaces are available for report and dataset creation in Tenant ABC

Tenant ABC already has invited the external user for the B2B .

Tenant user id - username@Abc.com,

external user Id -username@xyz.com

Can  external user create a enterprise shared dataset and publish the content in Tenant ABC  's  Dataset workspace ? 

Can  external user create a Report using live connection and publish the content in Tenant ABC  's  Report workspace ? 

Can external user and Tenant user have same privileges ? 

Can a external user work as Data provider by creating content in Tenant ABC? Is this recommended ?

This is my understand for your question.

(1)Can  external user create a enterprise shared dataset and publish the content in Tenant ABC  's  Dataset workspace ? 

Yes.ABC tenants can invite external users as guest users, and guest users need to enter the tenant's URL to access the content in ABC tenants. And you need to enable the permission corresponding to "allow external guest users to edit and manage content in the organization" in the Admin Portal, and guest users can upload pbix files on Power BI Service to publish the corresponding content.

However, according to my tests, clicking "Publish" in Power BI Desktop can only select workspaces in the current account tenant, not workspaces in other tenants.

(2)Can  external user create a Report using live connection and publish the content in Tenant ABC  's  Report workspace ? 

According to my tests, in Power BI Desktop, we can only connect to datasets with permissions in the current account tenant, not datasets from other tenants.

For live connection, we can use "Analyze in Excel" to connect datasets from other tenants in Excel.But we can also develop reports directly on the Power BI Service for a dataset in our tenant. Second, we can download the corresponding datset, edit it locally, and republish it to achieve the corresponding modification.

(3)Can external user and Tenant user have same privileges ? 

We can share our workspace or content with guest users, who can work with people from the original tenant to develop corresponding reports, this permission is directly related to the permissions you assign, but guest users also have many corresponding restrictions.

(4)Can a external user work as Data provider by creating content in Tenant ABC? Is this recommended ? 

This needs to be decided according to your business needs, guest users can participate in modifying the content in the publishing workspace normally, and these contents are stored in the ABC tenant, which is equivalent to an externally invited collaborative role. You can refer to the restrictions to comprehensively judge your needs.
