We have an external domain user configured in our Active Directory and allowed access into our Power BI tenant. We then have them assigned into a Workspace where they have Admin permissions.
However, when they are trying to click on the "Settings" on a Dataset object, they are not allowed to access the settings. The page reloads but just remains on the Workspace object list view.
Has anyone else seen this or know how to resolve?

As far as I am aware an external user cannot take control of a dataset. That is why it is working in the way you experienced.

I have consulted to a fair amount of other companies and I now require to have an internal account for development for reports and datasets. It ensures I can get the work done I need to get done.
Once the work is completed they can then delete the account.

Will do, that is a bummer. Yes, we are partnering with another company in the development of reports and datasets so there is a need to share access.
