I have a group of external users who are able to access the app just fine, but unable to see the subscription button to create subscriptions. I am able to see the subscription as an internal user. I have confirmed via azure that guest user access is as similar as possible to members (see below) and also combed through tenant and other settings in the portal to make sure everything is turned on that needs to be (see export and sharing settings below).
Any ideas what I might be missing for external guest users to be able to create their own subscriptions? Thank you in advance for the help.

At this time, as far as I know, external subscriptions are only available on Premium or Dedicated capacity.
Here is an idea to suggest that it is brought to non-premium sites:
