External Report Sharing from Power BI Pro Workspace

So it turns out that the report is visible to the external user, but not in our Power BI tenant. It shows up in their tenant under the "From external orgs" on their home page. This seems counter-intuitive to me, but in any case, the issue is resolved.
Hi - thanks for the response. I cannot find any tenant setting "Allow Azure AD guest users to access Power BI" - these are the tenant settings that are enabled for guest users.
I have checked the dataset permissions and the user is listed under the "direct access" list.
I will check app access later.
As I mentioned in a previous reply, we are based in the UK but the guest user is based in Ireland. The guest user's Entra ID account has the Usage Location property set to UK.
