Hi,

We're a company that created PBI reportts for our customers (B2B).

We want to add users as an external users and assign aPro/Premume lisence to thier users.

From a legal point of view,  what is the best practice for that? Can our company buy the license for the external user durectly  from Microsoft? Or maybe the external user should buy it?

afaik, you cant assign license to external users. They have to get it from their own tenant. Edited: You can assign Pro license to external users

You can however, get premium capacity and host your report on it. This way your external users just need to have a free powerbi account.

"premium capacity" mean have power bi embedded?

"Premium Capacity" is dedicated capacity compute for your power bi reports, and can also be used for power bi embedding.

But you might be referring to Power BI embedded capacity with is the EM sku. Here you might need the P or F sku, It does cost minimum $6kCAD a month though

Cheaper option is for your external users to get their own Pro license. You cannot buy/assign them license from your tenant. Edited: You can assign pro license to external users

I can confirm that you can assign external users with Pro license. Anybody that need to view reports in power bi service, will need a pro license (unless theres a premium capacity)

The 2 options are acceptable but the you have to invite them to you Entra ID tenant

Yes a license should be purchased to any one who is going to consume your reports under your tenant.
