I've got some users that have gov microsoft accounts and when they try to access reports published to our external capacity, they are met with a message stating -
"We can't finish sining you up because Microsoft Fabric free isn't currently available for your work or school account associated with {Government email}"
Some Fabric settings have been enabled as they've rolled out in our tenant settings, but before I toggle anything there, I want to see if anyone else has had this issue and how it was resolved.
This does seem like a new issue that's come up in the past few months(past June 2023).

They previously had access to our external capacity reports. This all occurred around July/August that they were then unable to access them so I'm questioning Tenant or Capacity settings.
Because previously they had PPU Trial licenses. Trial Licenses last only 60 days

I'm still not certain that's the issue. I never said they were free or trial users and for what I know, they were accessing these reports well in advance of 60 days. For further reference, this is the same issue we reported here
I did go into our external capacity settings yesterday and disabled the option for 'Users can create Fabric items (public preview)' to see if this will remedy the issue for the users. It's a holiday week though so I don't know if government employees will be able to check until next week.
