External B2B users access
Is it possible for a licensed external B2B user to grant access to other users in their organisation? So, if organisation (A) published a report (R) to the Service and then gives user (U) from organ...

According to the official document:
By default, Azure AD B2B Guest users can't access workspaces. Power BI admins can allow external guest users to edit and manage content in the organization. The enabled Guest users are able to access workspaces to which they have permission.
Only the Power bi admin can give the external user with a license, which means it's not possible for the external guest to give the re-license.

I think whilst this might appear possible the reason is that the external user does not have access to the customers Azure Active Directory to be able to pick and enable them.
So currently not possible.
