The ability to export images or PDFs in this tool is typically controlled by the permissions set for admins and users, so whether you can export depends on your user role and the settings configured by your organization. It’s understandable to be surprised that exporting a simple PDF of a graph isn’t available as an option, especially since this is a common feature in many data visualization tools. If you’re unable to export, it might be due to your current permission level, or the feature may not be enabled for your user group. You may want to check with your administrator to see if they can grant you access or enable the export feature, or reach out to support for more information about your specific case.

Exporting a single graph as a PDF or image is not supported natively in Power BI for any user, admin or not. The "Copy visual as image" option (available for some visuals) or taking a manual screenshot are the only workarounds. Export to PDF only works at the report level, not per visual, and this limitation applies to all users equally.
