I'm running into a problem where when I am drilled up at a certain level in my heirarchy on a matrix, it doesn't export only at that level. It exports the values for the lower level as well.
Is there any way to fix this?

unfortunately this can't be fixed, this is du to the fact that all visuals automatically export data to the level of detail that is given by the used columns even if the matrix visual just shows rolled up information.
Even with the Export Data settings set to "Summarized Data" this setting was introduced with the October 2018 release:

File --> Options and settings --> Options --> Report settings
The matrix visual exports the data that is available to the matrix by the hierarchy of the selected columns.
To avoid data export of detailed information you have to remove these details from the matrix visual.
Please be aware that the above mentioned feature "Export Data" can not be considered as a security feature.
There are also other features inside Power BI that may expose detailed data to the users of report that the report designer doesn't want, like Q&A, Quick Insights, ...
To avoid access to a certain kind of detail you have to use Row Level Security.
