I created a report and adjusted report settings on both global and current file so end users can export summarized and underlying data. However, they are unable to do so when viewing the report in online service, but I still can. I even published the report again just in case the report settings weren't sticking. This report has multiple filters that can be applied before exporting the data. I had an end user screenshare with me, walking me through the steps that were completed while I replicated on my side. Export underlying data was grayed out for him, but available for me. I checked the settings I wasn't able to find a posting that described this particular issue and I have no idea what could be happening. If no one has any ideas, my next option is to maybe rename my report and publish again under the new name, then share again in the hopes that export will work properly. Any suggestions would be welcome, thanks!

Can end user export the summarized data?
And please recheck the this two points:
1.make sure the end user have the dataset "build " permission , not dashboard or report permission
2.make sure that Power BI admins didn’t disable the function of "export of data" for some groups

Thanks @v-easonf-msft, the only one of those I do not have access to is the admin portal because I'm not set up as the admin. However, my end users are able to export from other reports/dashboards I've created. I did verify in the online service settings that export summarized and underlying was selected for my report. It is also selected in the BI desktop file under options. Yesterday, I took a report that was exporting data correctly, made some modifications so it matched my problem report, published it and had the end user try it. He experienced the same issue. I got him to screenshare again and walk me through step-by-step what he was doing. He accessed the newly created report and when exporting, underlying data was grayed out. Then he accessed the report that was working (the one to which I had made modifications) and he could still export the underlying data. I am absolutely stumped because none of it makes sense and my report used to work. My next steps today are to have users for whom this report previously worked try it again, so I can see if this is limited to the ones with the newest access or if it is widespread. They all have the same permissions in BI, so it shouldn't be any different, but I'm not sure what else to do. If you have any other suggestions, I'm open to them. Thanks again!

You were absolutely right @v-easonf-msft, it was #1! When I shared with the end users, I did not have it set up so the end user had the "build" permission. I've reshared with that permission built in and it works. I can't believe it was something so simple and really appreciate your help.
