Hi all,
We are trying to export a Matrix report as PDF with 'Current Values' option selected in powerbi service. We don't get the complete report when exported. It only displays half or some part of the report. This was not the case before. We used to get the complete structured report when exported. I have attached some screenshots of how the report is exported.
In the above picture we have selected the WA location and set 'Current Values' as the option to export. But it displays something like this.
only some part of the table is exported. Some times the exported PDF do not display any data at all. I did make sure the size of the matrix does fit in the entire table without scrolling. This is happening with all the reports. If we export the same in PowerBI desktop it displays complete report.

I found a workaround after testing several times. Change view from actual size to fit to page and save as a new report. Then it will show entirely while exporting to PDF.
I used the latest version Power BI Desktop to create a report like yours. But the page don't support to show complete visual if it is large and needs scroll bar. I think maybe you created the report by the old version and it is not compatible in Service. Then it caused the problem. You need to create reports using the latest version of Power BI Desktop to avoid the same issue afterwards.

I can't reproduce your issue. It worked fine in my sample. You could try to re-publish the report to Service firstly. Or you could post a dummy .pbix file, then I can test with it.

The file worked fine when I tested. It stayed filtered after exporting to PDF. Please try to re-install the latest version of Power BI Desktop and publish it again. Moreover, try to change the browser and clear website cache.

I have cleared the cache and tried to export the same on multiple browsers, also updated the powerbi desktop to september 2019 version and republished the report. But not able to get the complete report exported. We still have the same problem. Can you please share or attach the screenshot of the PDF that you have exported from powerBI service.
