Export to File for PowerBI Reports

I'm trying to use the "Export to File for Power BI Reports" action in Power Automate, but I'm running into issues related to licensing. Currently, I have a Power BI Pro license and I'm using the free version of Power Automate. I've tested the following scenarios:

  1. Workspace with Power BI Pro:
    Error: "Unauthorized"

  2. Workspace with Premium Per User (PPU):
    Error: "FeatureNotAvailableError"

  3. Workspace on Free Trial:
    Works perfectly

So now I'm wondering: What licenses are actually required for this feature to work properly?
Some sources say that a Power BI Pro license together with a basic Power Automate license is enough. Others say the workspace must be under a Premium Per User (PPU) license. But i have tried both and nothing works.

According to microsoft documentation, you need a Premium capacity aka Fabric 

https://learn.microsoft.com/en-gb/power-bi/collaborate-share/service-automate-power-bi-report-export

 

So I made my tests, I have a standard Power automate licence (A free one) and the report is stored in a pro workspace

I got the following error message:

 

Action 'Export_To_File_for_Power_BI_Reports' failed: Report requested for export is not on dedicated capacity

 

If I use a workspace with a Fabric capacity, it works 

 

I tried to use an account with Premium per user, I upgraded the workspace to Premium per-user but it does work neither

 

So to summarize: you need a pro licence with Fabric (F2 is enough)

Did you perhaps test it with Premium-Per-User workspace? According to an older post, somehow also worked with PPU workspace. But it does not work for me

not working, the only thing which works is Fabric with Pro licence

I guess if you want to use the function you have to get Fabric or Premium Capacity
